However, we do know that she becomes a big part of Katniss and Peeta’s lives.Īs we get to know her, we realize that Effie is always upbeat and happy. It was originally her idea to film propos on a stage with a script for Katniss to read however, it was unsuccessful because Katniss' persona didn't translate well unless she was being authentic, not performing for cameras on command. In Mockingjay, Katniss mentions that Fulvia threw out a piece of paper with only a few words on it, which was treated as a crime in District 13.
